GUIDELINES AND CRITERIA FOR ISSUANCE OF LOANS TO STUDENTS ADMITTED TO PURSUE DIPLOMAS IN SCIENCE/MATHEMATICS WITH EDUCATION UNDER SPECIAL PROGRAMME FOR 2014/2015 ACADEMIC YEAR
BACKGROUND
As
part of implementation of the National Higher Education Policy of 1999,
the Higher Education Students’ Loans Board (HESLB) was established
under Act No. 9 of 2004 and commenced operations in July, 2005. Among
other things, the Board has been entrusted by the Government with the
responsibility of issuing loans to students pursuing Higher Diplomas, and
degree studies at accredited higher education institutions in and
outside the Country and to collect repayment for all loans issued to
students since 1994, so as to make the scheme successful and
sustainable.
According to the Act, eligible Tanzanian
students who secure admission at the University of Dodoma to pursue
among others, including academic programmes that lead to attainment of
Diploma in Science/Mathematics with Education or Diploma in Primary
Education (Science/Mathematics) may seek loans from HESLB to meet part of, or all costs of their education.
For the year 2014/2015, the Government has made a decision to provide
support on loan basis to students who will be admitted to pursue Diploma
in Science/Mathematics with Education and Diploma in Primary Education
(Science/Mathematics).
Section
6 (b) of the Act gives powers to the Board “to formulate mechanisms for
determining eligible students for issuance of Loans. Section 6 (c)
empowers the Board “to administer and supervise the whole process of
issuance and repayment of loans”. On the basis of budget limitation,
Section 7 (1) empowers the Board to determine maximum number of eligible
students to be given loans in any particular year; while section 7 (h)
empowers the Board to determine other criteria and conditions governing
the issuance of loans, including rate of value retention fee and
recovery of loans.
On the strength of these legal powers, these Guidelines and Criteria are hereby issued to prospective students of Diploma in Science/Mathematics with Education and Diploma in Primary Education (Science/Mathematics)
who will be admitted under special programme at the University of
Dodoma and intend to apply for loans and the public at largeto guide the
whole process of application and issuance of loans to those students
who will be admitted to pursue Diplomas in Science/Mathematics with Education or Diploma in Primary Education (Science/Mathematics) for 2014/2015 academic year.
PART A: ISSUANCE OF DIPLOMA STUDENTS’ LOANS
1.0 PROVISION OF LOANS TO DIPLOMA IN SCIENCE/MATHEMATICS TEACHERS
Provision
of loans to Diploma in Science/Mathematics with Education or Diploma in
Primary Education (Science/Mathematics) is the Government decision to
overcome the shortage of Science/Mathematics Teachers in both Primary
and Secondary Schools.
1.1 Subject to the provisions of the Act, the Board will issue loans to students who have applied for such assistance
to meet all or any number of the students’ costs of Diploma in
Science/Mathematics with Education or Diploma in Primary Education
(Science/Mathematics) studies at the University of Dodoma under special
Programme.
1.2 In view of this special programme which is for a specific period to address the shortage of Science/Mathematics Teachers, Loans will be issued to cover the following items;
i. Tuition Fees
ii. Meals and Accommodation charges
iii. Field Practical Training expenses for final year only
2.0 ELIGIBILITY FOR LOANS FOR 2014/2015 ACADEMIC YEAR
For
Diploma in Science/Mathematics with Education or Diploma in Primary
Education (Science/Mathematics) students who are eligible for loans in
2014/2015 academic year must meet the following conditions:-
2.1 Must be Tanzanian
2.2 Must have applied for a loan through the Online Loan Application System (OLAS).
2.3 Must
have been admitted at the University of Dodoma under special programme
to pursue Diploma in Science/Mathematics with Education or Diploma in
Primary Education (Science/Mathematics).
2.4 Must have completed form four or NTA Level 4 between 2009 and 2013.
2.5 Must have passed at division I, II or III in their form four National Examinations or attained not less than a C in their NTA Level 4 for Science related Programmes.
2.6 Must be, not more than thirty five (35) years of age at the time of application for loans.
2.7 Must be a person who is not fully funded by any other organization or sources.
2.8 Must
be willing to sign a bond to serve as a Science/Mathematics Teachers
within the Country for a period of not less than five years.
3.0 LOAN ITEMS AND AMOUNT/RATE TO BE FINANCED
According to the Act, the Board will provide loans to cover items stipulated under section 1.2 above at a tune of 100% asstipulated under section 3.1 to 3.3 below
3.1 Number of Students to be given Loans
In
view of limited loanable funds budget and pursuant to section 7
paragraphs (1) of Act No 9 of 2004 (as amended), the Board in 2014/2015
academic year shall issue loans to students admitted into Diplomas in
Science/Mathematics with Education or Diploma in Primary Education
(Science/Mathematics) applicants under special programme at the
University of Dodoma.
Candidates,
who are able to meet costs for Diploma in Science/Mathematics with
Education or Diploma in Primary Education (Science/Mathematics) at the
University of Dodoma, are strongly advised not to apply for loans from
the Board.
3.2 Tuition Fee
The Board may provide tuition fee loans based on a fixed rate set by Public Institution. The ceiling of Tzs 900,000.00 is set for all Diplomas in Science/Mathematics with Education or Diploma in Primary Education (Science/Mathematics) programmes.
Tuition
fee funds shall be paid directly to the University of Dodoma. The
University upon confirmation of the existence of the student, the
student shall have to acknowledge receipt of the funds by signing on a
copy of the payment sheet issued by the Board
3.3 Meals and Accommodation
The Board may provide loans for Meals and Accommodation at the rate of Tzs 6,000.00 per day while on campus for theoretical instructions in the academic year.
Funds
for Meals and Accommodation shall be paid directly to students through
the University. However, students will be required to sign on a payment
sheet issued by HESLB.
3.4 Field Practical/Teaching Practical Work expenses
The Board may provide Teaching Practical (FPT) loans at the rate of Tzs 7,500 per day up to a maximum of 56 days in the final year of studies. The Funds shall be paid directly to the University of Dodoma.
For
all loan items intended for this programme, student borrower shall have
to acknowledge receipt of the funds by signing on a copy of the payment
sheet issued by the Board. It
will be the responsibility of the University of Dodoma to obtain all the
signatures of the students on the Tuition Payment sheet and submit the
same to the Board within Forty (40) days after receipt of the funds.
For those students who will not acknowledge receiving of funds for tuition fee, Meals and Accommodation, and
Field Practical/Teaching Practical by signing the said payment sheets,
the Board shall treat their amounts as unpaid and the University shall
upon submission of the returns also submit a cheque with an equivalent
of the unpaid amount.
4.0 OTHER CONDITIONS ON ISSUANCE OF LOANS
4.1 Loan Value Retention fee
For
the purpose of retaining the value of loans issued as well as making
the loan scheme sustainable, all loans issued shall bear Loan Value
retention fee equal to 6% (six) percent, per annum.
4.2 List of Candidates admitted into Diploma in Science/Mathematics at the University of Dodoma (UDOM)
To ensure compliance and enforcement of quality issues of the Diplomas in Science/Mathematics with Education or Diploma in Primary Education (Science/Mathematics), only candidates in the official admission lists approved by NACTE shall be considered for loans.
4.3 Mode of Application
The
Board has since 2011/2012 academic year introduced an Online Loan
Application System (OLAS) with the aim of simplifying and increasing
efficiency of the loan issuance process.
Candidates wishing to apply for loans for the 2014/2015 application cycle are advised to apply through Diploma Link in the OLAS; print out the
application form and Loan Agreement, appropriately sign the same,
attach the necessary documentations and submit to the Board through EMS
or registered mail to:-

Applicants
are advised to maintain a copy of the application form and the receipt
of mailing the application for subsequent tracking purpose of the
application form.
Eligible candidates are advised to visit HESLB website www.heslb.go.tz to familiarize themselves with OLAS before attempting to apply.
4.4 Loan Application Fees
First time applicants must pay non-refundable one-off application fee of Tzs 30,000.00 through M-Pesa (The instructions are stipulated in the HESLB website)
4.5 Application Deadline
Loan Application cycle for 2014/2015 academic year will start on 1st August, 2014 and come to end on 10th September, 2014. Application lodged beyond this date shall not be honoured.
5.0 PUBLICATION OF SUCCESSFUL CANDIDATES
A list of Candidates and awarded loans shall be posted on the Board’s website www.heslb.go.tz
