Halmashauri ya CCM Mkoa wa Geita imemvua ujumbe wa Mkutano Mkuu, Peter Mwininga baada ya kudaiwa kukiuka maadili ya Umoja wa Vijana (UVCCM).

Licha ya kukiuka maadili ya umoja huo, Mwininga anadaiwa kukisaliti chama hicho wakati wa kampeni za Uchaguzi Mkuu uliopita kwa kuwatukana viongozi wa ngazi za juu kwa njia ya mtandao.

Akizungumza baada ya kikao hicho juzi, Katibu wa Siasa na Uenezi CCM mkoani hapa, Said Kalidushi alisema baada ya wajumbe wa halmashauri kuu kupokea malalamiko na mapendekezo kutoka UVCCM, waliamua kumvua nafasi ya ujumbe huo kutokana na kupungukiwa na sifa.

Kalidushi alisema wakati wa kampeni Mwininga alikihujumu chama chao na kumfanyia kampeni mgombea urais wa Chadema, Edward Lowassa, huku akijua wazi kuwa ni kosa.

Katibu wa UVCCM mkoani hapa, Mashaka Mshola alisema kitendo cha Mwininga kuvuliwa nafasi aliyokuwa nayo kinatokana na usaliti na huo ni mwanzo wa chama hicho kuwafukuza wasaliti.

Mchakato Wa Kura Ya Maoni Ya Katiba Mpya Waanza

Mwenyekiti wa Tume ya Taifa ya Uchaguzi (NEC), Jaji mstaafu Damian Lubuva, amesema mchakato wa Kura ya Maoni ya Katiba mpya umeanza baada ya kumalizika kwa Uchaguzi Mkuu uliofanyika Oktoba 25, mwaka jana.

Kauli hiyo ya Jaji Lubuva imekuja wakati wadau wa siasa nchini wakimtaka Rais Dk. John Magufuli, kutoendelea na Kura ya maoni badala yake mchakato wa Katiba mpya urudi nyuma baadhi ya mambo yaliyo kwenye Katiba iliyopendekezwa yarekebishwe.

Itakumbukwa kuwa mchakato wa Katiba mpya uliingia dosari baada ya baadhi ya viongozi wa Chama Cha Mapinduzi (CCM), kupinga mfumo wa Serikali Tatu uliokuwa umependekezwa na Tume ya Jaji mstaafu Joseph Warioba, iliyokusanya maoni nchi nzima na matokeo yake kuzaa kundi lililojiita Umoja wa Katiba ya Wananchi (Ukawa).

“Tulikuwa tunangoja tumalize uchaguzi, kama vile ambavyo Mnyamwezi anavyobeba mzigo, unamaliza mmoja unakwenda kwa mwingine. Sasa tumemaliza (uchaguzi mkuu), tunakwenda kwa lingine (Kura ya Maoni),” alisema Jaji Lubuva.

Aliongeza: “Tunaliangalia na kama Tume tutakuja kuwajulisha wananchi hali ikoje, tuliahirisha (Kura ya Maoni) ili tumalize hili (uchaguzi mkuu).” alisema Jaji Lubuva na kuongeza.

“Hili ni suala linalohitaji mambo ya bajeti kubwa na ndiyo tumetoka kwenye uchaguzi na serikali ndiyo inaanza, kwa hiyo ni suala ambalo tunaliangalia na baadaye wananchi watajulishwa,” alisema Jaji mstaafu Lubuva.

Alipoulizwa kuhusu makadirio ya bajeti ya kuendesha kura hiyo ya maoni, Lubuva alisema: “Hilo niulize siku nyingine, sina zaidi ya hapo kwa leo.”

Rais Magufuli alipokuwa akihutubia Bunge la 11 siku ya kulizindua Novemba 20, mwaka jana, alisema serikali yake imepokea kiporo cha mchakato wa Katiba ambao haukukamilika katika awamu iliyomtangulia kutokana na kutokukamilika kwa wakati kwa uandikishaji wapiga kura.

“Napenda kuwahakikishia kuwa tunatambua na kuthamini kazi kubwa ya kizalendo iliyofanywa na wananchi walioshiriki hatua ya awali ya ukusanyaji wa maoni kuhusu Katiba mpya, Tume ya Marekebisho ya Katiba na Bunge la Katiba lililotupatia Katiba Inayopendekezwa. Tutatekeleza wajibu wetu kama ulivyoainishwa katika Sheria ya Marekebisho ya Katiba,” alisema Rais Magufuli. 

Mbali na muundo wa serikali tatu, baadhi ya mambo ambayo Ukawa walitaka yawe kwenye Katiba mpya ni mamlaka ya Rais kupunguzwa, ushindi wa Rais uwe zaidi ya asilimia 50, Tume huru ya Uchaguzi, matokeo ya Rais kupingwa mahakamani, kuwe na mgombea binafsi, mawaziri wasitokane na wabunge, na muundo mpya wa Bunge la Muungano.

Ukawa is solid, says Mbowe

Dar es Salaam. Chadema national chairman Freeman Mbowe yesterday declared that the opposition coalition will not crumble even in the wake of fears that a bruising nomination process could end their current cooperation.
“If anyone thinks that political parties that signed the pre-election coalition pact will be divided ahead of the October General Election, then—that person is dreaming,” said Mr Mbowe.
The political coalition that was triggered by opposition’s rejection of the constitution making process was  launched on October 26, last year,  after four parties signed a Memorandum of Understanding (MoU), to field and support one candidate at all levels, including the presidency, in  the 2015 General Election.
Four opposition parties—Chadema, CUF, NCCR-Mageuzi and NLD— signed the pact aimed at “unseating CCM” in this year’s polls. The parties are members of the Coalition of Defenders of People’s Constitution (Ukawa).
Addressing the party’s local government leaders in the city who participated in the civic polls held in December last year, Mr Mbowe emphasized: “They have been repeatedly making pronouncements that Ukawa will fight for positions but I want to state categorically that we are still and we shall remain united until we send CCM home to form our coalition government after October this year,’’ he said.
Mr Mbowe launched the countrywide training to impart   skills to party members who intend to vie for various posts  in the ections. Training manuals were distributed to all participants.
Similar training ,according to deputy Secretary General (Zanzibar) Salum Mwalimu,  kicked off yesterday in other regions across the country.
According to him, the party had already formed a three-man-team that would traverse the entire nation to popularize the party.
The team include Mr Mwalimu, the party’s deputy secretary General (Mainland), Mr John Mnyika and the party’s lawyer, Prof Abdalla Safari.
In Iringa region, the training was launched by Rev Peter Msigwa who told participants that the country was at cross-roads because the government had failed to solve problems bedeviling majority Tanzanians.
“This country is at a very difficult situation and the national debt currently stands at Sh29.4 trillion, meaning every Tanzanian including the newly born babies need to cough out Sh600,000 to clear the ballooning debt,’’ he told participants.
According to Mr Mbowe, Ukawa would clinch a landslide victory in all eight constituencies of Dar es Salaam regions as well as winning all the mayoral seats of the three districts—Temeke, Ilala and Kinondoni.

ICJ says not aware of Dar, Lilongwe dispute over L.Nyasa

The Hague. The International Court of Justice says it was not aware of a dispute between Tanzania and Malawi over the Lake Nyasa border.
Spokesperson of the legal body under the UN Andrey Poskakukhin said here on Wednesday that no party to the conflict has communicated with the Court over the issue.
 “We are not aware of such conflict. Malawi has not filed a case over the border dispute with Tanzania,” he said in a briefing to visiting journalists from the developing countries.
 Since 2012, Malawi had claimed that its border with Tanzania runs on the eastern shores of the shared lake and not in the middle of the lake as Tanzania has repeatedly insisted.
 Ever since, retired presidents of Mozambique, Botswana and South Africa have been shuttling between capital cities within the region in a bid to resolve the dispute.
 However, recently some Malawi government officials were quoted saying they would appeal to some international legal bodies for  arbitration. The official confirmed, however, that Somalia has instituted proceedings against Kenya with regard to a dispute concerning maritime delimitation in the Indian Ocean.
 Under the suit, Somalia is claiming parts of Kenya within the ocean. Recently there were reports the Horn of Africa claims extended to parts of Tanzania near Pemba Island.
 Mr Poskakukhin said the Hague-based Court has been involved in settling a number of border disputes between nations but that the exercise has been difficult given its sensitivity. “For Kosovo, for instance, questions have been raised over the legality of its independence,” he said of the former autonomous state within the collapsed republics under the former Yugoslavia.
 Kosovo had a border dispute with Serbia, also one of the republics under the former Yugoslavia. In 1999, this  led to one of the bitter wars to be fought in the Balkans.
 He added that although the ICJ was the principal judicial organ of the UN, only 70 states have accepted its jurisdiction.
 “Many of the countries have not supported the jurisdiction of the Court which is under the United Nations”, he pointed out. The UN comprises 190 member states.
 This, he said, constrasted with 120 countries which ratified the Statute of Rome which created the International Criminal Court (ICC), also based in The Hague.
 Border disputes cases handled by the Court in Africa in the past include those between Nigeria and Cameroon, Morocco and Western Sahara and Libya and some of its neighbours.
 “ Many countries, especially those in Africa, have not made the greater use of the Court in conflict resolution and arbitration”, he said, noting, however, that many cases end up being withdrawn while those pursued take between two and 10 years to wind up.

TRL boss, 4 directors kicked out over graft

Dar es Salaam. Five top railways officials, including Managing Director Kipallo Kisamfu, have been suspended on suspicion of corruption and sabotage. The move comes after a report indicating irregularities in buying 25 freight wagons worth Sh230 billion.
The other officials are Chief Engineer Ngosomwile Ngosomile, Chief Accountant Mbaraka Mchopa, Internal Auditor Jasper Kisiraga and Chief Procurement Manager Fedinard Soka.
Transport Minister Samuel Sitta made the move after he received the report of a taskforce formed by his predecessor, Dr Harrison Mwakyembe, which was charged with investigating claims that the wagons that were imported wagons were faulty.
The new investigation will be carried out by a team to be led by an officer from the Controller and Auditor General’s office. Members of the team will be drawn from the Prevention and Combating of Corruption Bureau (PCCB), Public Procurement Regulatory Agency (PPRA) and the Attorney General’s Chamber.
The minister has since directed the permanent secretary in the Ministry of Transportation, Dr Shaaban Mwinjaka, to set up the probe team, which is expected to start its work by 20 April.
The report reveals a chain of irregularities in the procurement process. Some of the wagons were found to be defective. And instead of paying for the wagons on instalment basis, as agreed in the contract, the supplier has already been paid the entire Sh230 billion. The contract allows the buyer to withhold part of the payment until the wagons are tested within a warranty period.
Mr Sitta said: “What shocked me most is that, as we struggle to solve this issue, all the money has been paid to the supplier contrary to the contract requirements.”
According to the minister, the report reveals that most of the wagons are defective and can no longer function. The committee also established that there was negligence in the follow-up at the factory where the wagons were manufactured. And even as it clear that the wagons were defective, the officials continued to receive more. “This is a serious matter,” Mr Sitta said. “I cannot watch as the nation is sabotaged by a few individuals…we will make sure they are made accountable.”
The team investigating the allegations has three weeks to complete its work. It has been tasked with picking out any corrupt dealings in the transaction. The minister declared that he was there to tackle corruption and he would not tolerate theft under his watch. “I am doing this to show that there are people in the ruling Chama Cha Mapinduzi who do not condone corruption,” he said.
Engineer Elias Mshana has been appointed the acting director at TRL. The minister has also directed the TRL board to hold an emergency meeting today to appoint qualified people to stand in for those suspended. They join six others Dr Mwakyembe suspended a few months ago. The officials include the deputy managing director and chief of finance director.
Dr Mwakyembe also ordered TRL authorities to disband the tender board and suspend all officials who travelled to India to assess 25 wagons that were found to be of low standard.
According to earlier reports, TRL signed two contracts with an Indian company in 2013 for the purchase of 25 freight wagons worth Sh8.3 billion and 274 passenger wagons worth about Sh51 billion. But the minister said yesterday that the supplier has been paid Sh230 billion.TRL has so far received 150 passenger wagons and the other 124 are expected by the end of this month. The carriages in question were purchased from India’s Hindustan Engineering and Industries.....

BREAKING NEWS: Obama, Castro hold historic meeting, vow to turn the page







In a small conference room in a Panama City convention center, the two sat side by side in a bid to inject fresh momentum into their months-old effort to restore diplomatic ties. Reflecting on the historic nature of the meeting, Obama said he felt it was time to try something new and to engage with both Cuba's government and its people.

"What we have both concluded is that we can disagree with a spirit of respect and civility," Obama said. "And over time, it is possible for us to turn the page and develop a new relationship between our two countries."

Castro, for his part, said he agreed with everything Obama had said — a stunning statement in and of itself for the Cuban leader.

But he added the caveat that they had "agreed to disagee" at times. Castro said he had told the Americans that Cuba was willing to discuss issues such as human rights and freedom of the press, maintaining that "everything can be on the table."

"We are disposed to talk about everything — with patience," Castro said in Spanish. "Some things we will agree with, and others we won't."

And nothing is static, he added, noting that disagreements today could turn into areas of agreement tomorrow. "The pace of life at the present moment in the world — it's very fast."


Not since 1958 have a U.S. and Cuban leader convened a substantial meeting. Dwight Eisenhower and Fulgencio Batista met that year, and the following year, former Cuban President Fidel Castro met with Richard Nixon, who was vice president at the time.

But relations quickly entered into a deep freeze amid the Cold War, and the U.S. spent decades trying to either isolate or actively overthrow the Cuban government.
In a stroke of coincidence, Eisenhower's meeting with Batista in 1958 also took place in Panama, imbuing Saturday's session between Obama and Castro with a sense of having come full circle.

The historic gathering played out on the sidelines of the Summit of the Americas, which this year included Cuba for the first time. Although the meeting wasn't publicly announced in advance, White House aides had suggested the two leaders were looking for an opportunity to meet while in Panama and to discuss the ongoing efforts to open embassies in Havana and Washington, among other issues.

In his brief remarks to reporters at the start of the meeting, Obama acknowledged that Cuba, too, would continue raising concerns about U.S. policies — earning a friendly smirk from Castro.

"We are now in a position to move on a path toward the future, and leave behind some of the circumstances of the past that have made it so difficult for our countries to communicate," Obama said.

The flurry of diplomacy, which kicked off Friday evening with an historic handshake between Obama and Castro, was aimed at injecting fresh momentum into their delicate plan to restore normal relations between their countries.

The two presidents sent shockwaves throughout the hemisphere in December when they announced the plan for rapprochement, and their envoys have spent the ensuing months working through thorny issues such as sanctions, the re-opening of embassies and Cuba's place on the U.S. list of state sponsors of terrorism.

Although earlier in the week Obama suggested a decision to remove Cuba from the list was imminent, he didn't say Saturday whether he would move ahead with that step. The U.S. State Department recently concluded a review recommending Cuba be taken off the list, fueling speculation that Obama would use the occasion of the summit to announce the move.

Removal from the terror list is a top priority for Castro because it would not only purge a stain on Cuba's pride, but also ease its ability to conduct simple financial transactions.

The difference between Democrats and Republicans is demonstrated by the fact that Hillary Clinton was able to pile up 500,000 Facebook likes in the 15 minutes after her new page was launched compared to the 166,000+ that Jeb Bush has gotten since 2012.

In contrast to Clinton, Jeb Bush only has 166,000+ Facebook likes. Clinton will likely rapidly pass both Ted Cruz (1.2 million+ likes) and Rand Paul (1.8 million+) in Facebook likes.

Unlike Mitt Romney in 2012, Clinton doesn’t have to buy fake social media likes and follows. The outpouring of support for Hillary Clinton is real, and it is impressive.

The support for Clinton’s new Facebook page continues to grow. Her campaign has now passed 515,000 likes and counting. If there was any doubt whether Democrats would be excited about former Sec. Clinton’s 2016 campaign that is being quickly put to rest.

Democrats are more than ready to support Hillary Clinton. The Facebook outpouring of support could be just the beginning of a show of Democratic strength that will remind the media, Republicans, and everyone else of exactly why Democrats have won five of the last six popular votes in presidential elections.

Chama cha ACT-Wazalendo kimesema kila mwanachama anapaswa kuwaunga mkono wagombea watakaopitishwa na chama hicho katika nafasi mbalimbali katika Uchaguzi Mkuu ujao, kwani kinyume chake ni kukisaliti na adhabu yake ni kufukuzwa.

Mwenyekiti wa chama hicho, Anna Mghwira alisema mwishoni mwa juma kuwa katika kipindi hiki cha kuelekea kwenye Uchaguzi Mkuu, chama hicho kinahitaji nguvu za pamoja.

“Sisi bado hatujajiunga na Ukawa, hivyo wanachama wetu wanapaswa kulitambua hilo na kuepuka kushiriki kwenye ushawishi wa kufanya kampeni za wagombea wa vyama vingine. Hata kwenye katiba yetu tunasema sasa tunalenga zaidi katika kujiimarisha ili kutoa ushindani mzuri wa kisiasa katika uchaguzi huu,” alisema.

Katiba ya ACT, imeeleza wazi kuwa pamoja na sababu nyingine na kwa mujibu wa kanuni zitakazotungwa na Halmashauri Kuu, mwanachama yeyote ambaye atasaidia kushawishi, kujiunga, kutoa tamko la kuunga mkono chama kingine au mgombea wakati chama kimeweka mgombea wake kwa mujibu wa sheria za nchi, atakuwa amepoteza uanachama wake.

ACT- Wazalendo tayari imetoa ilani yake ya uchaguzi ikionyesha kwamba iwapo itaingia madarakani, itawajibika kwa wananchi kwa kuweka kipaumbele katika maeneo manne ambayo ni hifadhi ya jamii, uchumi shirikishi wenye kuzalisha ajira nyingi na bora, afya na elimu.

Kauli hiyo ya ACT linakuja huku kambi ya vyama kadhaa vya upinzani vinavyounda Umoja wa Katiba ya Wananchi (Ukawa), ikiwa kwenye mchakato wa kuunganisha nguvu ili kusimamisha mgombea mmoja wa urais na kuachiana majimbo katika baadhi ya maeneo.

Mwenyekiti mwenza wa Ukawa, James Mbatia amewahi kunukuliwa akisema kuwa umoja huo unaoundwa na Chadema, CUF, NCCR-Mageuzi na NLD umehamishia nguvu zake kwenye Uchaguzi Mkuu wa 2015.

Mbatia alisema tayari umoja huo umeunda kamati maalumu kutafuta namna ya kumsimamisha mgombea mmoja wa urais na kuachiana majimbo.

Mbatia ambaye pia ni Mwenyekiti wa NCCR-Mageuzi, alisema tayari kamati zimeundwa na zinaendelea na kazi ya kuratibu mpango huo mahsusi, unaolenga kuiondoa CCM madarakani.

Lengo letu ni kuhakikisha Ukawa ina nguvu ya kushika dola katika Uchaguzi Mkuu wa 2015 na katika mpango huo, vyama vitaachiana majimbo na viti vya udiwani kulingana na nguvu ya chama katika sehemu husika,” alisema.

Mkakati huo uliopangwa na Ukawa, unaelezwa na wachambuzi wa masuala ya kisiasa kuwa ni kombora kwa CCM, kwani endapo utafanikiwa, utakiweka chama hicho tawala katika wakati mgumu katika Uchaguzi Mkuu uliopangawa kufanyika Oktoba mwaka huu.

Presidency minister fires at corrupt RDCs

 Minister for presidency, Mr Frank Tumwebaze has charged against corrupt and absentee RDCs and their deputies, saying President Yoweri Museveni is disappointed in their work.
“The Office of the President is a bit disappointed with the habitually part time RDCs/DRDCs in districts. Irrespective of what justification you may have, those of you who have been in the habit of absenting yourselves for prolonged terms without approval from Office of the President have exhibited the highest form of corruption by continuously drawing salaries and monitoring funds which you have not worked for,” he said.
Speaking during ongoing retreat for RDCs, deputy RDCs, DISOs, CAOs at the national leadership institute (NALI) Kyankwazi, Mr Tumwebaze observed that for the Office of the President to convince government on the role of RDCs/DRDCs and need for further facilitation, they must prove their worth and relevance by performing their core mandate.
He said the primary responsibility of RDCs and DRDCs is to monitor and ensure that services and resources meant for the people are received and ensuring that the government programmes benefit the ordinary person, a mandate many of them have overlooked.
“District officials should help government eliminate loopholes that can cause diseases or poverty. I urge you to work like you owe this nation a service. Building of a nation is not a duty, it’s a pleasure to all that love their country and there is no price tag to this. No salary is suitable enough for a man that builds their nation. Therefore when you are at work, bear in mind that this is your Country,” he said.
The minister further noted that the country is at a time when people are being manipulated into acts of civil disobedience through misinformation.
To tackle this, according to him, the RDCs and their deputies must actively and effectively utilize the media to bridge the information gap by sensitizing the public about government programmes, achievements, plans and opportunities available for the general population.
“I urge you not to look at your current positions/deployment especially RDCs/DRDCs as a career because you can be dropped at any time for one reason or another…It is heartening to find a former RDC looking very miserable even those who have served for quite long simply because you do not plan for your future,” he said.

Sio siri, sote tunakubali kwamba serikali ya awamu ya nne ya Dr. Jakaya Mrisho Kikwete imefanikiwa kwa kiasi kikubwa kufungua ukurasa wa uhuru wa habari, utawala bora wa sheria na kuheshimu haki za binadamu, nchi yetu imekuwa iking'ara katika kudumisha haki za kidemokrasia.

Kwa upande wa kimataifa na utawala bora Tanzania imepiga hatua kubwa sihitaji kulizungumzia hilo kwa sanatunajua ugeni wa rais wa china na rais Obama pamoja na kuingia mikataba mikubwa ya maendeleo kwa nchi yetu.



Ikumbukwe kuwa April jana rais Kikwete alipata tuzo ya heshima ya kuwa rais mwenye mchango mkubwa kwa nchi yake barani Africa kwa mwaka 2013. Tuzo hiyo ya heshima ilitolewa na jarida maarufu la African Leadership Magazine Group, Mjini Washington Dc ilipokelewa na waziri wa mambo ya nje na ushirikiano wa kimataifa, Mhe Bernard Membe.


Tuzo hizo hutolewa kila mwaka kwa viongozi wa Africa wenye mchango mkubwa wa kiuchumi na kijamii.


Kwa watanzania tuliowengi rais Jakaya Mrisho Kikwete ameonyesha kuwa mstahamilivu, shupavu mwenye msimamao na mpenda haki na asiyechukua maamuzi ya kukurupuka kwa maneno ya vijiweni ambayo mengi ni uzushi na uongo yenye kuleta uchonganishi baina wananchi na serikali yao walioichagua.

Dr. Slaa arrives in the US, discusses constitution‏

 
CHADEMA Secretary General, Dr. Wilbrod Slaa has arrived safely into the United States, in the State of Indiana, where he was met by the State Governor Mike Pence at Indianapolis International Airport before proceeding to the State Capital, (Governors mansion) where they exchanged ideas and planned a follow up discussions in a couple of days to come.

Dr. Slaa was accompanied by his wife Josephine, and his spokesperson, Liberatus Mwang'ombe. Among other things, both leaders discussed various issues of which constitutional challenges took the center stage.

The Governor and other constitutional experts in discussion were particularly concerned with developments from Tanzania in which people's views might not be reflected in the proposed constitution.

Long term peace and economic prosperity in any given country, depends on the kind of constitution they have. Tanzanians voices must be respected said Professor Curtis. A sentiment which was echoed by Dr. Slaa, who said that Chadema and its parters in UKAWA coalition will never accept a mutilated Constitution not meant for the people, but for the few corrupt rulers and their henchmen.
