Ministry introduces new method to prevent mother-child transmissions


The Ministry of Health and Social Welfare in collaboration with Regional Health Management Team has changed the system it previously used to disburse ARVs for the prevention of mother to child transmissions.

Dr Mussa Ndile, from the TUNAJALI organization made the announcement yesterday at a training session for heath attendants on the new system of providing ARVs to pregnant women infected with HIV/AIDS.

Previously, when pregnant women were found to be HIV-positive she was given a tablet called Neviraphine during delivery. However it was discovered that the system was not proper and it left the infant at risk.

In the new system, the mother will receive more than one tablet which will act as vaccine for the baby.

Dr Ndile said the new system that will better prevent mother to child transmissions while in the womb and through out the breast feeding period.

This new system is the country’s strategy of preventing a child from being infected with HIV/AIDS while in the womb by 2015 and is sponsored by USAID through TUNAJALI at a cost of 74m/-.

He explained that the Ministry of Health and Social Welfare is conducting the training to keep the child safer throughout the breastfeeding period.

The final consignment of gas pipes for the both highly anticipated and controversial Mtwara-Dar pipeline has been delivered.

Receiving the shipment earlier this week in Mtwara, deputy Mineral and Energy minister, Charles Kitwanga reaffirmed that completion of the gas pipeline will boost electricity production and unlock a range of economic activities.

“The transportation of gas is good news to the nation as we work towards becoming a medium economy…without reliable power we cannot reach this goal,” he cautioned.

The deputy minister said the fact that gas is to be transported to other parts of the country (apart from Mtwara) does not mean that Mtwara is been left empty handed.

“I want to inform Mtwara residents that it does not mean that all the gas will be moved from the region,” the deputy minister explained “…what we want to do is to distribute it across the country to foster economic growth for everyone,” he said assuring Mtwara residents that in Mtwara, a number of industries will blossom as a result creating much needed job opportunities.

On his part, Mtwara Port Manager, Absalim Bohella, said the discovery of gas and improved infrastructures presents increased opportunity for the port and the residents. He pointed out that as a result of increased activities the port is now meeting its collection target.

“In just this current financial year, it has collected over 500m/-,” he noted saying that the port has, as a result, increased the number of employees and seeks even more especially to meet the demand of the gas industry.

President Kikwete (C) accompanied by other high ranking political leaders after the president opened a crucial conference on council of political parties at JNCC yesterday.
The Constituent Assembly, put together to convene on the new constitution, is expected to start its sessions on February 18 and president Jakaya Kikwete has called upon political parties to offer maximum collaboration.

However, according to the law, the date is supposed to be announced in the government gazette 21 days after the constitution draft is gazetted. The draft was gazette on January 29, this year.

The president also announced that the names of constituent assembly members will be made public soon.

He made the remarks at the opening of political parties council meeting held in Dar es Salaam yesterday.

“Let us do away with the misguided notion that because we are from opposing parties then we must disagree with views from the other side…let’s work together and support views that we find useful,” the president admonished.

President Kikwete maintained that the success of the Constituent Assembly depends on the political party leaders, their actions and attitude.

“I believe that, should political leaders cooperate in good faith, we will get a document that is comprehensive, one that embodies our common beliefs but also recognises but also protects minority rights, a document that is for all Tanzanians,” the president said.

He reminded political leaders of that their core responsibility is ensuring that the interests of Tanzanians are prioritised and among these, said the president, are peace and unity which can best be secured through a well rounded legal document.
“The new constitution is for all people, for public interest, not for any one party’s interest,” the president said.

Acknowledging their areas of keener interest in the new document, President Kikwete cautioned the Constituent Assembly to be wary of bias and to instead work diligently and cover the entire document comprehensively.

Meanwhile, a cross section of political leaders has applauded President Kikwete’s speech. Seconding the president, NCCR-Mageuzi Chairpeson James Mbatia said Tanzania has many political parties but the new constitution must be based on common consensus, tolerance and consideration.

“We must acknowledge that we do have the problem of intolerance to views other than our own…but it is best that we cooperate and put our differences aside for the greater good,” he said.

Chadema Secretary General Wilbroad Slaa challenged the president’s speech as not being inclusive, that he did not, ‘talk about the people’s views.”

On behalf of council members, Political Parties Registrar Francis Mutungi, who is also the Political Party Council Secretary General, said the council will observe the president’s advice.

A delegation comprising businessmen and industrialists is expected to leave the country in this week for a four-day forum in Turkey.

Dubbed Turkiye-East Africa Trade Bridge 2014, the forum will be held at Gaziantep city beginning Monday.

Speaking in an interview with The Guardian yesterday, Alliance of Businessmen and Industrialists of Tanzania and Turkey (ABITAT) President Ali Akiz said the businessmen, mainly from their associations, will attend the trade bridge forum in Turkey so as to extend their business opportunities there.

Akiz also said that about 25 businessmen and industrialists will attend the trade bridge in Turkey so as to experience the level of industrial development of Turkey which is the seventh largest economy in the world.

“We are going to look for the new opportunities where we can invest and also extend our network, the Turkiye-East Africa Trade Bridge 2014 could help us get new partners who we will be trading together,” he said.

The President also said that the Turkiye-East Africa Trade Bridge 2014 will be attended by buyers, resellers, importers and distributers in all fields of food, agriculture, cosmetics, carpet, textile, steel, home appliances and home and office furniture that would help the visiting delegation to learn from participants from other countries.

“We will have a good chance to learn from other businessmen from other countries because the trade bridge will attract 135 African participants besides the 20 exhibiting and 500 participating Turkish exporters,” he said.

Turkiye-East Africa Trade Bridge is a highly professional international business summit. It is open only to registered companies selected among thousands of applicants from Africa and Turkey, according to him.

The event is organised by TUSCON which is the largest and most prevalent business NGO in Turkey with 55,000 business members and more than 140,000 firms.

He noted that this is the first time for Tanzanian as well as East Africa businessmen and industrialists to attend the Turkiye-East Africa Trade Bridge since its establishment in 2009.”

Alliance of Businessmen and Industrialists of Tanzania and Turkey (ABITAT) represents Confederation of Businessmen and Industrialists of Turkey (TUSCON), which has presence in over 130 countries worldwide.
In East Africa TUSCON has offices in Rwanda, Kenya, Burundi, Ethiopia, Somalia, Uganda, Tanzania.

ABITAT was founded in August 2012 by a distinguished group of Turkish and Tanzanian businessmen in Dar es Salaam, with a mission to improve industry contacts between Turkey and Tanzania, hence leading to increased investments in Tanzania.

Residents of Chalinze, Coast region are suffering from a chronic lack of water for more than a week now and have to walk up to six kilometers in search of water.

 They blame it on negligence on the part of responsible authorities, Chalinze Water Supply Authority (CHALIWASA) who say the shortage is caused by faulty machines at the Wami river station. It further says that the damage has been caused by recent floods which have left over 800 people homeless in Dumila, Kilosa district, Morogoro.

Speaking in an interview with this paper, a resident of Pingo village in the region, Richard Hassara, said they rely on Chalinze Water Supply Authority (CHALIWASA) that gets water from Wami River but it is now more than a week that they have no water supply.
"The situation is very bad in this areas, imagine we have stayed for all these days without water and we still don’t know when we shall have the water again,” lamented Hassara.

Another resident of the area, Amina Shaabani, said she has been forced to suspend all other activities and dedicate all her time in search of clean water.

CHALIWASA Manager, Eng Christer Mchomba, confirmed that the direness of the situation, he also expounded on the damage to their infrastructure saying at least three pumps are out of commission.

The engineer however maintained that the authority was addressing the matter as quickly as it can and that it has so far raised some 24m/- to among other things, buy chemicals for water treatment.

Minister of State in the Prime Minister's Office Investment and Empowerment Dr Mary Nagu opens a seminar on Expansion of Venture Capital and Private Equity Investment.
In a bid to promote more rapid and inclusive economic growth, Tanzania’s private sector is being urged to focus on non-bank investment financing strategies.

A consultative seminar on venture capital and private equity financing organised by the Tanzania Private Sector Foundation (TPSF) and TMS Consultants attended by 170 participants from Tanzania and outside the country opened in Dar es Salaam yesterday.

Running under the theme: “Expansion of venture capital and private equity investment financing industry in Tanzania: Opportunity for Accessing Non-Bank Investment Financing,” it seeks to explore financing opportunities outside traditional bank borrowing.

Venture capital is a certain amount of investment required by startup companies with potential to grow, usually is obtained from wealthy investors.

The investments in common are risky as they are illiquid, but are capable of giving impressive returns if invested in the right venture. The returns to the venture capitalists depend upon the growth of the company.

Opening the seminar, Dr Mary Nagu, Minister of State Prime Minister’s Office, Investment and Empowerment told participants: “We all need development. The major constraint is access to finance.”

She noted that given the numerous investment opportunities emerging in various sectors of the economy, the country also requires experts in venture capital and private equity.

The minister reaffirmed the government’s commitment to undertake regulatory reforms in support of the private sector development in propelling economic growth in the country.

“As opposed to spectators, members of the private sector and business community should be active players in the country’s economic growth,” she said.

According to the minister Tanzania ability to respond against the growing poverty needs a 10 percent economic growth rate; but this currently stands at 6 percent.

TPSF Board of Directors Chairperson Dr Reginald Mengi said it is high time Tanzanian businesspersons and ordinary people dared to think big and participate in large scale investments.
“For decades, Tanzanians have been investing in small scale enterprises but through capital venture strategy, it’s clear that the country could soon have thousands of ballooners,” he said.

Dr Mengi noted that under the strategy: “Partners don’t make money from each other, but make money for each other.”

The TPSF chairman noted that, there are no financial institutions in the country or worldwide that can give loans at reasonable rates and allow beneficiaries to take long in repaying loans.

“We need to get finance outside the common route of bank institutions,” he added.
Addressing the delegates, TPSF Executive Director Godfrey Simbeye said it is difficult to access bank loans in Tanzania.

He said several developing and developed countries (South Africa, Ghana, Nigeria and Kenya) are now using venture capital, with numerous bank institutions operating by heavily relying on venture capital.

“What we all need are good business projects. We’re now moving as private sector to invest in Liquefied Natural Gas (LNG),” he noted adding that the plan is to ensure the government development vision is attained.

Salum Shamte, TPSF Board of Directors Vice Chairperson in his note said the question of investment financing is critical to development of the country.

“Most banks charge 25 percent interest while micro finance institutions charge 5 percent monthly, equivalent to 60 percent annually … the only way that we can develop under this policy is to grow cocaine and of course we don’t want that,” he explained.

Leading agro-business firm pledges to improve sector


Export Trading Forum, a leading agriculture sector mogul has pledged to work with the government and other stakeholders in the agro-business sector to implement a strategic plan that will see the systematic improvement of the sector.

Griffin Murray Head of Corporate Strategy at Export Trading Forum made the vow recently at an international agriculture conference held in Dar es Salaam.

“The nature and complexities of agriculture,” he said “…require joint effort to expand and improve the sector’s potential,” he explained.

“Realization of objectives, targets and goals in Tanzania’s agriculture development strategies requires,” Murray went on to say noting that “…strong back up from the private sector is an engine driving the sector’s development and the national economy.”

“As key stakeholders, we are ready to support Tanzania and other regional governments to improve performance of the agriculture sector which accounts for a large percentage of aggregate economies and income,” said the ETG official.

Giving specific figures, Murray said agriculture accounts for more than 30 percent of each of EAC’s national GDP and employs nearly 70 percent of the workforce.

“The main challenge ahead is transforming the subsistence nature of the practice into a global industry…we need to think about agriculture more in terms of agribusiness,” he said.

“However, the challenges facing the industry are numerous,” he acknowledged listing a few as low crop yields due to lack of access to seeds, fertilizer, pesticides, crop spoilage resulting from poor storage facilities, low prices due to limited access to market and lack of value-adding processing operations.

Huzeifa Adamji, ETG Public Relations Officer, urged the government and other regional partner states to culture an environment that will attract potential investors to the rapidly growing agriculture sector.

“There are many investors eager to find lucrative sectors to pump in their money but shun away from unstable and unpredictable agriculture policies and laws so it is vital that a inviting environment is nurtured.”

He cited the Kapunga controversy in Mbeya which triggered protracted disputes between investors and villagers saying the government needs to work on establishing friendly land policies that will reassure investors on one hand and the residents on the other.

Three United Arab Emirates (UAE) based commercial banks have launched a crackdown to recover about USD20m (30bn/-) in loans from Tanzanians who borrowed the money for their personal use but failed to repay three years ago.

The loan recovery assignment is being conducted by a local debt collection firm, Harvest Tanzania Limited in partnership with Dubai First Security Group LLC.
The banks the money was borrowed are RAK, Emirate National Bank of Dubai and the Commercial Bank of Qatar.

Speaking to The Guardian in an exclusive interview on Tuesday, Harvest Tanzania Limited‘s Managing Director, Joseph Mambia (pictured), his firm hold 700 files of the defaulters up to the moment.

He said most of the people who borrowed the money in Dubai were Tanzanians working there who spent it for personal uses and have not paid back while the repayment period has elapsed.

The borrowers took loans from the said banks ranging between USD5, 000 and USD50, 000 each, with a total amount estimated to be over 30bn/-, he said.

“The defaulters have contacted us and we have started to track them in their respective homes countrywide. Some have agreed to repay, others claim they are not able to pay, while some have ran away,” he said.

He said that they have reached only 45 percent of the borrowers since the start of the exercise here in Tanzania, adding that it has become difficult to carry out the work as fast as possible because they do not have reliable information on the rest of the defaulters.

Mambia said they would continue hunting for the remaining and make sure that they repay the outstanding loans.

He also said that a similar exercise has been carried out in some countries namely the UK, US, Uganda and South Africa where the defaulters have been nabbed and made to repay their defaulted loans.

"Through our partners, international debt collection firms, we have managed to recover some loans from Tanzanians living in those countries," he said.
Harvest Tanzania Limited has also been working with the US based Cedar Financial in collecting debts from Tanzanians who studied in some universities in the UK and in America.

The varsities include Walden University, International University of Liverpool and Harvard University.

"We have a portfolio of 100 Tanzanian student borrowers and have reached 75 percent of them since October last year," he added.

Experts say in order to reduce the rate of loan defaulting, financial institutions are, as a matter of principle, obliged to cross-check with credit reference bureaus to ascertain the credit-worthiness of their potential borrowers.
"We have to emulate what our friends in developing countries are doing to minimise the rate of defaulting on loans since they have cultivated a culture of investigating the history of borrowers," they say.

Credit reference bureaus, helped to avail information on potential borrowers, hence are beneficial to both creditors and debtors, they say, adding that loan defaulting will be greatly reduced and financial institutions will be healthy enough to offer more loans to more customers if the system is adopted and functions well.
