Habari zenu ndugu zangu ;

China to inject $ 376 million in Tazara

INNOCENT-THE BLOGGER-BOY
Roland Msiska
Roland Msiska

China is to inject US$ 376 million into the Tanzania Zambia Railway Authority (Tazara ) for rehabilitation of the railway infrastructure. The funds will help Tazara rehabilitate its 1, 860 km rail line from Tanzania’s commercial capital Dar es Saleem to Kapiri Mposhi District in Central Zambia.
The funds are part of an aid package the government of China is arranging to help revive and secure the sustainable development of Tazara.
The resuscitation of Tazara follows a technical assessment undertaken by the Third Railway Survey and Design Institute of China on the railway’s viability.
The financing package follows a recent weeklong technical work group meeting held in the Tanzanian commercial capital of Dar es saleem to chart the future of Tazara.
Secretary to cabinet Roland Msiska led a team of technocrats comprising permanent Secretaries and officials from the ministries of commerce, development planning, Finance, Foreign Affairs and Transport to the meeting that looked at the rehabilitation and sustainable development of Tazara.
Ministry of Transport Permanent Secretary Misheck Lungu who is co-chairperson of Tazara and part of the Zambian negotiating team confirmed the development to ZANIS in Lusaka.
Mr Lungu however pointed out that the aid package is subject to consideration and approval by the tripartite ministerial meeting set for later this year.
The government of the people’s republic of China together with Tanzania and Zambia are exploring ways of resuscitating the ailing jointly owned railway firm.
Tazara was founded over 40 years ago when Chairman Mao Tse-Tung, Julius Nyerere and Kenneth Kaunda, founding fathers of China, Tanzania and Zambia respectively, visioned connecting east and southern Africa to promote to sustain regional and trade, and social economic development.
However over the last two decades, Tazara has been underperforming and experienced deterioration in infrastructure due to lack of investment.

UPDATE 1-Tanzania to start building $3 bln fertiliser plant this year

INNOCENT-THE BLOGGER-BOY
By Fumbuka Ng'wanakilala
May 20 Tanzania plans to start work this year on a $3 billion fertiliser plant, which it said on Friday will be Africa's largest, as part of an effort to increase its agricultural production.
The factory, which Tanzania is building along with a consortium from Germany, Denmark and Pakistan, will use natural gas to produce fertiliser, the president's office said.
"The plant, which will become Africa's biggest fertiliser producer, will have a capacity of producing 3,800 tonnes per day," it said in a statement.
"The factory is expected to create more than 5,000 jobs and its investment will cost $3 billion." the statement said.
Tanzania currently imports most of its fertiliser for crops including coffee, sugar and maize.
Officials said the state-run Tanzania Petroleum Development Corporation (TPDC) has signed a joint venture agreement with German firm Ferrostaal Industrial Projects, Danish industrial catalysts producer Haldor Topsoe and Pakistan's Fauji Fertilizer Company to develop the plant.
Carsten Schneider, Ferrostaal's leader of the project, confirmed the company will proceed with the project and that the plant will be operational in 2021.
It will be built in southern Tanzania near big offshore gas finds and is expected to be commissioned in 2020. Natural gas can be used for the industrial production of ammonia, a key fertiliser ingredient.
The east African country said in February an additional 2.17 trillion cubic feet (tcf) of possible natural gas deposits has been discovered in an onshore field, raising its total estimated recoverable natural gas reserves to more than 57 tcf.
Fertiliser produced by the plant will be used to boost agriculture output in Tanzania, while surplus capacity will be exported to foreign markets.
Agriculture contributes more than a quarter of Tanzania's gross domestic product (GDP) and employs around 75 percent of the labour force, but growth is stifled by low crop yields. (Additional reporting by Tom Kaeckenhoff in Duesseldorf; Editing by George Obulutsa and David Evans)

Malawi: Chaponda Caught Sleeping in Parliament As Malawi Leader Delivers SONA - Talks Tough On Corruption Fight

Malawi: Chaponda Caught Sleeping in Parliament As Malawi Leader Delivers SONA - Talks Tough On Corruption Fight

After being appointed by President Peter Mutharika to be Leader of the House, George Chaponda was caught on camera fast asleep during the State of the Nation Address by the Head of State at the State opening of budget session of parliament on Friday.
Chaponda, who is also minister of agriculture and irrigation, is paid to stay awake and listen.
In his address titled 'Towards recovering and sustainable socio-economic development', President Mutharika gave assuarances that his government will crackdown on corruption after British High Commissioner Michael Nevin observed that the vice has continued spreading since his posting to Malawi in June 2012.
Nevin observes that Malawians are among the victims of the vice as they continue complaining of not getting services without being asked for a bribe.
The British diplomat in his opinion also notes that many governance indicators show a downward trend and the country risks heading down a dangerous road if it fails to bring to justice assailants of the Anti-Corruption Bureau (ACB) senior officer Issa Njauju.

Is Tanzania ousting Kenya as East Africa's powerhouse?

INNOCENT-THE BLOGGER-BOY
Less than a year after President Magufuli took office, Tanzania is already gaining influence among its neighbors and moving away from its reputation as a lone ranger in the region. So what does this mean for Kenya?
Despite having the largest population in East Africa, Tanzania has often been sidelined in regional politics. While Kenya's influence surged, Tanzania was accused of being too slow and cautious when it came to plans for regional integration and infrastructure.
But since John Magufuli's surprise election win last October, it seems Kenya could be losing its grip on East African politics as Tanzania increasingly presents itself as a viable alternative for regional cooperation.
Infrastructure projects
Just last week, the Ugandan government announced it would route the country's valuable oil exports through Tanzania rather than Kenya, opting for a pipeline to the Tanzanian port city of Tanga.
A report commissioned by the Ugandan government in March found that the pipeline route through Tanzania was cheaper and would be in operation more quickly than the Kenyan option. The decision was a blow for Kenya, which will now have to go through with its own ambitious oil pipeline project alone, or find new partners.
An international railway project, championed by Kenya, has also come up against difficulties as regional players consider their options. Widespread media reports claimed that Rwanda was pulling out of plans to develop rail links to Indian Ocean ports through Kenya in favour of routes through Tanzania. But the Rwandan government has now said it plans to continue with both routes.
Magufuli's new approach
The readiness of Uganda and Rwanda to embark on projects and agreements with Tanzania, particularly when it means breaking off deals with Kenya, is a mark of the shift of influence within the region. Kenyan political analyst and commentator Martin Oloo told DW that President Magufuli's pragmatic, hands-on approach is making this possible. "It is changing the way business can be done: in a more efficient and effective way," he said.
Rwandan President Paul Kagame shakes hands with President Magufuli President Magufuli visited his Rwandan counterpart Paul Kagame last month
One of Magufuli's key policies is cracking down on corruption. "What is endearing him to his own people and perhaps what is making sense economically for the region is that business can be done in cheaper ways, business can be done by minimizing corruption," Oloo said. "And corruption is expensive, so countries where there is runaway corruption, like in Kenya. That's impeding its competitiveness, its impeding its relevance within the region," he added.
Stability and growth
But Tanzania's recent political gains are not only down to Magufuli's leadership style. The country has enjoyed a steady growth rate of 6 - 7 percent over the past decade and is already starting to overtake Kenya economically. "Magufuli's performance will only be helping that to happen faster," Oloo said.
Despite widespread poverty, long term political stability has provided a solid foundation for growth and development. "You can decide to look at Kenya as a powerhouse maybe on the economic side, but you've got to accept that Tanzania is a powerhouse in terms of stabilizing these countries," said Richard Shaba, Program Coordinator at the Konrad Adenauer Foundation in Tanzania, a German political foundation. "We take most of the refugees. We do most of the reconciliation whenever these countries have a problem," Shaba told DW.
When it comes to stability, Kenya is struggling. Security has become a growing fear, not only for Kenyans but also investors. The country's border with Somalia makes it vulnerable to attacks from Somali terrorist group al-Shabab, making Tanzania an attractive alternative.

What's next for East Africa?
In the face of these difficulties, Kenya will now have to up its game if it wants to retain its regional strength. "What should be worrying Kenyans is that we need to take on runaway corruption, we need to improve efficiency, we need to make ourselves competitive within the region," said analyst Oloo. "And unless we do that, then our neighbors like Tanzania and Rwanda are actually going to run away with the opportunities."
If the latest developments in terms of regional cooperation are anything to go by, that is already happening. But according to Richard Shaba, even Magufuli's unconventional approach won't completely change Tanzania's traditionally guarded politics when it comes to cooperation and integration in East Africa.
"I think Tanzania will pursue more or less the same regional politics - being a bit cautious - because when the East African Community collapsed in 1977 we got our fingers burned very badly," he told DW. "Willingness is always there, but the approach will be cautious."

Tanzania: Three Hacked to Death As Gang Storms Into Mosque

Mwanza — Police have launched a manhunt for a gang that stormed into a mosque on Wednesday evening and hacked a preacher and two other people to death.
The Imam of Masjid Rahman, Feruz Ismail, 27, was killed in the attack along with Mr Mbwana Rajabu, 40, and Mr Khamis Mponda, 28. A 13-year-old boy was seriously wounded in the attack that took place shortly after evening prayers.
The regional police boss, Mr Ahmed Msangi, said yesterday that preliminary investigations had established that the victims were attacked with machetes, adding that police were hunting for the killers.
Mr Msangi said police were also working to establish the motive for the attack.
Rajabu's widow, Ms Zena Mbwana, said her late husband left their home at around 8pm for evening prayers at the mosque
"He went to the mosque regularly, and yesterday he left as I was preparing supper. A few minutes after he had left, some children came running, saying that the mosque had been attacked. This was followed by the sad news that my husband was among people killed in the attack," she said.
Ms Mbwana added that she was now left with the burden of raising three children - aged 15, seven and one - alone.
Two survivors of the 8.30pm attack said the killers carried a black flag with Arabic inscription. Another eyewitness, Mr Abubakar Makabwe, said at least 15 people took part in the brutal attack.
"They switched off the lights, and ordered all children and women out of the mosque. One shouted that the Iman should be the first to be killed," he said.
There were reports that the gang was also armed automatic weapons and homemade bombs. However, this was not confirmed by police.
Security was tight around the mosque, which was cordoned off as detectives combed the scene for clues.
The head of the Muslim Council of Tanzania (Bakwata) in Nyamagana District, Sheikh Hussein Ibrahim, and several other religious leaders condemned the attack and called for the perpetrators to be brought to justice as soon as possible.
Wednesday's killings took place about ten days after a gang hacked to death seven members of the same family in Sengerema District.
