Awali ya yote napenda kumshukuru Mungu kwa jinsi anavyotulinda na kutuwezesha kutekeleza majukumu yetu kwa ajili ya maendeleo ya Taifa letu.
Kipekee napenda kumpongeza na kumshukuru kwa dhati Rais wetu wa Jamhuri ya Muungano wa Tanzania, Mhe. Dr. John Pombe Joseph Magufuli kwa uongozi wake makini na thabiti katika kuliongoza Taifa letu. Aidha tunaishukuru Wizara ya Elimu, Sayansi na Teknolojia kwa miongozo mbalimbali na usimamizi wa elimu hapa nchini.
Nichukue fursa hii kuzungumza nanyi hapa Jijini Mwanza katika Ofisi Ndogo ya Chuo Kikuu Huria cha Tanzania ili kuvifahamisha Vyuo Vikuu, Wananchi, na Wadau wengine wa elimu ya juu kuhusu maandalizi ya kufunguliwa kwa muhula wa pili wa masomo kwa vyuo vikuu hapa nchini.
Tume ya Vyuo Vikuu Tanzania tunaamini kuwa ninyi ni wadau muhimu katika mchakato wa maendeleo kwani kupitia kwenu, taarifa mbalimbali zinazohusu Tume ya Vyuo Vikuu Tanzania zinawafikia umma wa Watanzania.
Ndugu Waandishi wa Habari,
Tume ya Vyuo Vikuu Tanzania (TCU) ni Taasisi ya Serikali, iliundwa mwaka 2005 kwa Sheria ya Vyuo Vikuu Sura ya 346 ya Sheria za Tanzania. TCU ilitokana na maboresho yaliyofanywa na Serikali kwa lililokuwa Baraza la Ithibati la Elimu ya Juu (HEAC) lililoanzishwa mwaka 1995 kwa Sheria ya Elimu Sura ya 523 ya Sheria za Tanzania.
Lengo la kuanzishwa HEAC ilikuwa kuthibiti ubora wa vyuo vikuu nchini vilivyokuwa vinaanzishwa na kuendeshwa na taasisi binafsi ili kupata wahitimu wenye elimu, maarifa, ujuzi na uwezo wa kustahimili ushindani kitaifa, kikanda na kimataifa.
TCU ina majukumu makubwa matatu, kwanza ni kusimamia sheria, kanuni na taratibu za uanzishaji na uendeshaji wa vyuo vikuu nchini. Pili kusaidia na kutoa miongozo kwa vyuo vikuu kuhusu uthibiti wa ubora wa vyuo vikuu, njia mbalimbali za uendeshaji wa vyuo, kuandaa na kuratibu mafunzo mbalimbali kwa Wahadhiri, waendashaji na viongozi wa vyuo vikuu nchini. Jukumu la tatu ni kutoa ushauri kwa umma, vyuo vikuu, na serikali kupitia waziri mwenye dhamana ya elimu ya juu nchini kuhusiana na mabadiliko mbalimbali ya sayansi, teknolojia, sera na muelekeo wa elimu ya vyuo vikuu nchini na duniani kwa ujumla.
2. MAANDALIZI YA VYUO VIKUU KUPOKEA WANAFUNZI
Ndugu Waandishi wa Habari,
Kufuatia maelekezo ya Serikali kwamba vyuo vikuu vyote vifunguliwe tarehe 01 Juni, 2020 Tume imetoa mwongozo na ushauri kwa vyuo vikuu vyote kupitia mkutano wa dharura uliyoitishwa na Wizara ya Elimu, Sayansi na Teknolojia tarehe 23 Mei, 2020 jijini Dodoma ambapo TCU ilishauri mambo yafuatayo yazingatiwe na Vyuo Vikuu:
1) Kwa kuwa muda uliobaki kuhitimisha mwaka wa masomo ni mfupi, Vyuo vihakikishe kuwa ufundishaji wa mitaala unakamilika ndani ya muda uliobaki katika mwaka wa masomo 2019/2020 bila kuathiri ubora; na
2) Vyuo vihakikishe kuwa masuala ya mitihani na mafunzo kwa vitendo yanazingatiwa katika kukamilika katika muda uliobaki katika mwaka wa masomo 2019/2020 bila kuathiri ubora.
Aidha ilikubalika kuwa shughuli zote za masomo zikamilike kabla ya wiki ya mwisho ya mwezi Oktoba ili kutoa fursa kwa vyuo kujiandaa kupokea wanafunzi wapya wa mwaka wa kwanza na kuanza kwa mwaka mpya wa masomo 2020/2021.
3. WITO KWA VYUO VIKUU
Tume ya Vyuo Vikuu inatoa wito kwa vyuo vikuu vyote kuhakikisha kuwa vinazingatia miongozo mbalimbali ya ubora ili kutoa wahitimu mahiri wanaokidhi viwango vya ubora na mahitaji ya maendeleo ya taifa.
Aidha katika kuhakikisha kuwa ufundishaji wa mitaala unakamilika ndani ya muda uliobaki katika mwaka wa masomo 2019/2020, Vyuo vinashauriwa kutumia mbinu mbalimbali za ufundishaji ikwemo matumizi ya TEHAMA bila kuathiri ubora. Tume inashauri vyuo vikuu kutumia mbinu mbalimbali na mikakati mbalimbali ya ufundishaji ikiwa ni pamoja na matumizi ya teknolojia itakayowezesha kufikia azma ya Serikali ya kuendelea na shughuli za masomo bila kuathiri ubora na mipango mingine ya maendeleo.
4. HITIMISHO
TCU inatoa wito kwa wanafunzi kutoa ushirikiano kwa uongozi wa vyuo katika kufanikisha utoaji wa mafunzo katika kipindi hiki muhimu. Aidha, ili kuendana na kasi ya maendeleo duniani hatuna budi kubuni na kutumia njia na teknolojia mbalimbali za ufundishaji.
