VIDEO: Hatua nane zilizochukuliwa na serikali baada ya uhakiki wa mikopo ya wanafunzi


Wizara ya elimu, sayansi na teknolojia iliunda timu ya kuhakiki wanafunzi kwenye taasisi za elimu ya juu nchini ili kujiridhisha na uhalali wa wanafunzi wanaopata mikopo kwa ajili ya elimu ya juu. Baada ya uhakiki huo leo August 17 2016 Waziri wa elimu, Prof. Joyce Ndalichako ametoa taarifa ya zoezi la uhakiki wa wanafunzi wanufaika wa mikopo kwenye vyuo vya elimu ya juu nchini.
Katika taarifa hiyo imeeleza kuwa jumla wanafunzi 2,192 wanufaika mikopo katika vyuo 31 hawakujitokeza kuhakikiwa na wameigharimu serikali kiasi cha Bil 3.857.
Kutokana na mambo yaliyobainika Serikali imechukua hatua zifuatazo
  1. Vyuo vikuu ambavyo vimepokea fedha za wanafunzi ambao hawapo chuoni vinatakiwa virejeshe fedha hizo ndani ya siku saba kuanzia August 17 2016
  2. Vyuo vya elimu ya juu vinaagizwa kuweka mfumo mzuri wa uhifadhi wa kumbukumbu za wanafunzi kuanzia usajili, matokeo ya majaribio na ya mitihani na namba za akaunti za benki ambapo fedha za mikopo hilipwa.
  3. Vyuo vikuu vinaagizwa kuwasilisha bodi ya mikopo, kwa wakati taarifa zote za kitaaluma na za kibenki za wanafunzi ili kuiwezesha kufanya marekebisho stahiki katika kumbukumbu zao na kuepusha ulipaji wa fedha kwa wanafunzi wasiostahili.
  4. Bodi ya mikopo inapaswa kuchambua na kuingiza mara moja mabadiliko ya taarifa za wanafunzi kama zilivyopelekwa kutoka vyuoni ili kuepusha ulipaji wa fedha kwa wanafunzi wasiostahili.
  5. Hatua kali za kinidhamu zichukuliwe na kuingiza mara moja mabadiliko ya taarifa za waafunzi kama zilivyopokelewa kutoka vyuoni ili kuepusha ulipaji wa fedha kwa wanafunzi wasiostahili.
  6. Vyuo viweke utaratibu mzuri wa kudhibiti malipo kwa wanufaika wa mikopo ili kuepuka kufanya malipo kwa wanafunzi hewa.
  7. Wakuu wa vyuo ‘VCs’ na Principals’ waweke mfumo wa kuhakiki usahihi wa matokeo ya wanafunzi yanayotumwa bodi ya mikopo na watawajibika kwa usahihi wa taarifa zinazowasilishwa kwani zoezi la uhakiki limebaini kuwepo kwa usdadanganyifu mkubwa kwenye matokeo ya wanafunzi; wapo ambao hawakufanya mtihani au waliofeli lakini wameandikiwa PASS ili waendelee kupata mikopo.
  8. Uchunguzi zaidi utafanyika kwa miaka iliyopita ili kubaini fedha za mikopo ambzo zimelipwa kwa watu wasiostahili. Hatua hii inatokana na matokeo ya uchunguzi ambao umebaini kuwa wapo baadhi ya wanafunzi waliohitimu tangu mwaka 2013 lakini wameendelea kupokea fedha na wengine waliofukuzwa kwa kushindwa masomo tangu mwaka 2013/14 lakini bado wamelipwa hadi mwaka 2015/16.

PICHA: Azam FC wameiadhibu Yanga kwa mikwaju ya penati na kutwaa Ngao ya Hisani


August 17 2016 kuelekea kuanza msimu mpya wa Ligi Kuu soka Tanzania bara uwanja wa Taifa Dar es Salaam ulichezwa mchezo wa Ngao ya Hisani kati ya Mabingwa wa Ligi Kuu msimu wa 2015/2016 klabu ya Dar es Salaam Young Africans na mshindi wa pili wa Ligi Kuu Azam FC hiyo ikiwa ishara ya kukaribia kuanza kwa msimu mpya wa Ligi.

Katika mchezo huo ambao dakika 45 za kwanza zilikuwa zinaonesha kuna kila dalili ya Yanga kuondoka na Ubingwa wa Ngao ya Hisani, umemalizika kwa Azam FC kuibuka na ushindi wa mikwaju ya penati 4-1, hiyo inatokana na mchezo huo kumalizika kwa sare ya goli 2-2.

Kipindi cha kwanza kilikuwa kizuri kwa Yanga baada ya dakika ya 20 Donald Ngoma kupachika goli la kwanza kwa mkwaju wa penati na dakika 2 baadae kuongeza goli la pili kwa kutumia vyema pasi ya Amissi Tambwe, kipindi cha pili ndio Yanga waliendelea kumiliki mpira na kila mtu akiamini mchezo utamalizika hivyo.

Dakika ya 74 Azam FCwalipata goli kupitia kwa Shomari Kapombe lakini kujisahau kwa Yanga walijikuta wakisababisha penati na John Bocco akaisawazishia Azam FC katika dakika za nyongeza, kwa upande wa mikwaju ya penati zilipigwa na John Bocco, Shomari Kapombe, Himid Mao na Kipre Bolou wakati za Yanga zilipigwa na Deogratus Munish huku Haruna Niyonzima na Hassan Kessy walikosa.

Sekretarieti ya ajira:Taarifa kwa Umma kuhusu ajira


Hivi Karibuni Serikali ilitoa taarifa kwa umma kuwa Ajira zimesitishwa kwa muda ili kupisha zoezi linaloendelea la uhakiki wa watumishi Serikalini. Aidha Sekretarieti ya Ajira pia ilitoa taarifa ya kuahirishwa kwa usaili wa nafasi za kazi kwa tangazo lililotolewa tarehe 1 Juni, 2016 hadi hapo mtakapoarifiwa tena.
Pamoja na taarifa ambayo Sekretarieti ya Ajira iliiyoitoa, bado imekuwa ikipokea maswali kutoka kwa wadau mbalimbali hususan waombaji kazi wakiulizia ni lini mchakato wa ajira utarejea.
Kwa taarifa hii tunawataarifu kwa mara nyingine kuwa Serikali bado inaendelea na ukamilishaji wa zoezi la uhakiki wa watumishi na mara baada ya zoezi hilo kukamilika taarifa itatolewa na Mamlaka husika, hivyo mnaombwa kuendelea kuvuta subira.

Mkurugenzi amwaga machozi mbele ya Kamati ya Bunge


Mkurugenzi Mtendaji wa Halmashauri ya Wilaya ya Gairo mkoa wa Morogoro, Agnes Mkandya amemwaga machozi alipokuwa akiulizwa maswali na Kamati ya Bunge ya Hesabu za Serikali za Mitaa (LAAC).

Tukio hilo lilitokea jana wilayani humo baada ya kamati hiyo kumuuliza Mkurugenzi huyo maswali mbalimbali ikiwa ni pamoja na udanganyifu na ubadhirifu wa fedha mkubwa unaoonekana kufanywa na baadhi ya watumishi wa Halmashauri hiyo.

Swali lililomliza Mkurugenzi huyo liliulizwa na Mbunge wa viti maalum, Leah Komanya (CCM), aliyetaka majibu kuhusu wizi wa mapato kwa njia mbalimbali ikiwa ni pamoja na kutumia karatasi maalum, unaofanywa na watendaji hao.

Mkurugenzi huyo alikiri kuwepo ubadhirifu mkubwa wa fedha ndani ya Halmashauri hiyo na kueleza hatua alizochukua, huku akijitetea kuwa yeye ni mgeni hivyo mambo mengi bado hajayafanyia kazi.

“Kamati ielewe kwanza Halmashauri ya Gairo imeoza na ni chafu kwa sababu kuna ubadhirifu mkubwa. Tayari nimewasimamisha kazi watumishi tisa wa idara, lakini kumbukeni na mimi ni mgeni sina muda mrefu,” alijibu Mkurugenzi huyo kabla ya kuanza kumwaga chozi.

Wajumbe wa Kamati hiyo wakiongozwa na mwenyekiti wake, Vedastus Ngombale Mwiru walimtuliza kwa kumbembeleza wakimtaka aondoe woga kwani ni maswali ya kawaida aliyoulizwa.

Baada ya hali hiyo, Mwenyekiti huyo aliamuru majibu ya maswali hayo na mengine kutolewa na Mkaguzi wa Ndani wa Halmashauri hiyo kwakuwa yeye alikuwepo muda mrefu.

Dk. Tulia afunguka, asema Ukawa walimtukana tusi kubwa


SIKU mbili baada ya Spika wa Bunge, Job Ndugai kuahidi kufanyika maridhiano kati ya uongozi wa Bunge na wabunge wa upinzani katika kikao kijacho kinachotarajiwa kuanza Septemba 6, mwaka huu, Naibu Spika, Dk. Tulia Ackson amesema hataki kuwasikia wabunge wa upinzani wala kuwawaza.

Kauli hiyo ya Naibu Spika huenda ikazidi kutonesha kidonda hasa baada ya Bunge la Bajeti lililofanyika Mei mwaka huu kuacha majeraha kutokana na wabunge wa upinzani wanaounda Umoja wa Katiba ya Wananchi (Ukawa), kususia vikao vyote vilivyoendeshwa na kiongozi huyo.

Juzi wakati akihojiwa kupitia kipindi cha Funguka kinachorushwa na Kituo cha Luninga cha Azam, Spika Ndugai,  alisema anatafuta mbinu ya kuweka sawa mambo hayo kwa kufanya maridhiano  ikiwemo kushirisha maspika wastaafu.

Akizungumza na gazeti la Mtanzania juzi katika mahojiano maalumu ofisini kwake jijini Dar es Salaam, Dk. Tulia alisema hapendi kuwawazia wabunge hao wa upinzani.

“Kwa kuwa Spika yeye kazungumza siwezi kucomment chochote kwa sababu sipendi kuwawazia wabunge hao,”alisema.

Alipoulizwa kwamba ni kwanini migogoro ilizidi wakati yeye akiwa anaendesha vikao, alisema alichokuwa anafuata ni kanuni na kwamba malalamiko hayawezi kukosekana.

“Nashangaa wengine wanasema kuendesha vikao ni mpaka uwe na uzoefu…unajua zile kanuni hata ukipewa uendeshe wewe ukishazielewa hazihitaji uzoefu wowote. Kulalamika kuwa nawapendelea ni jambo la kawaida.

“Kwa mfano siku iliyotokea vurugu wakati wabunge wa upinzani wanadai kutorushwa matangazo ya Bunge live, aliyekuwepo kwenye kiti alikuwa ni mwenyekiti ambaye ni mzoefu wa siku nyingi na ni yeye aliyepeleka majina yao kwenye Kamati ya Maadili, sasa sidhani kama hiyo ni hoja,”alisema Dk. Tulia

Alieleza kushangazwa kwa kitendo cha wabunge wa upinzani katika barua yao waliyomwandikia Spika kwamba hawana imani naye, huku akihusishwa na fedha zilizorejeshwa serikalini.

“Katika ile barua walieleza sababu nyingine kuwa hawana imani na mimi, wakanihusisha na zile Shilingi bilioni 6 zilizorejeshwa serikalini wakati sheria na utaratibu upo wazi kwa sababu Spika au Naibu Spika hauhisiki na masuala ya fedha bali anayehusika ni Katibu wa Bunge.

“Kwa hiyo ni jambo la kushangaza kwamba Naibu Spika karudisha fedha, mimi si mshika mafungu lakini pia ni namna watu walivyopokea huwezi kuwazuia wanavyokuwazia,” alisema.

Akizungumzia kauli ya Spika Ndugai kwamba kwa kuwa Bunge la 11 lina wabunge wapya wengi na kwamba kuwaongoza kunahitaji uvumilivu mkubwa alisema: “Nisingependa kuongelea kauli ya Spika…lakini uvumilivu wa mtu kutakiwa akae hadi mara 11 halafu ameendelea kusimama ni uvumilivu gani huo?,” alihoji.

Pamoja na mambo mengine alisema wakati wabunge wanawake wa Ukawa walipojitoa kwenye  Chama cha Wabunge Wanawake (TWPG), alitukanwa tusi kubwa lakini alinyamaza.

Mei 5, mwaka huu wakati akichangia mjadala wa hotuba ya makadirio ya mapato na matumizi ya Wizara ya Katiba na Sheria, Mbunge wa Ulanga Mashariki, Gudluck Mlinga (CCM), alidai kuwa ili kuwa mbunge wa viti maalumu Chadema lazima uwe ‘baby’ wa mtu.

“Laiti ungeona Hansard tusi walilonitukana siku ile, actually Mlinga hajatukana lakini ulisikia nikilalamika mahali kwamba nimetukanwa? wao wanaongee vibaya…watukane, mimi bado ni kiongozi wao na siwezi kuanza kuwakasirikia itakuwa sasa nashindwa kuwaongoza mimi ni kama mzazi wao,” alisema Dk. Tulia.

Alisema kitendo cha watu kudai kwamba anafanya upendeleo bungeni ni changamoto ya kawaida, kwa sababu hata katika mabunge ya Jumuiya ya Madola malalamiko ya aina hiyo yapo.

“Pale bungeni  wako wabunge 389, hawa ni wengi sana wote hawawezi kupata nafasi ya kuongea. Kwa mfano uliomba nafasi jana ukapewa ukaomba leo, hata ukisimama mara 11 katika hali ya kawaida huwezi kupewa kwa sababu wako wengi ambao hawajachangia.

“Kama kiongozi naona ni sehemu mojawapo ya kusimamia jamii ni changamoto na itaendelea kuwepo kwa miaka mitano,”alisema Dk. Tulia.

Vyuo vikuu vilivyopokea fedha ambazo wanafunzi hawapo vyuoni vyapewa siku saba kurejesha fedha hizo

Waziri wa Elimu, Sayansi na Teknolojia Mhe. Prof.  Joyce Ndalichako ametoa siku saba kuanzia Agosti 17, 2016 kwa vyuo vikuu kurejesha fedha zilizopokea ambazo ni za wanafunzi ambao hawapo chuoni.

Prof.  Ndalichako ameyasema hayo leo, jijini Dar es Salaam alipokuwa akiongea na waandishi wa habari juu ya taarifa la zoezi la uhakiki wa wanafunzi wanufaika wa mikopo vyuo vya Elimu juu.

Prof.  Ndalichako amesema kuwa uhakiki wa wanafunzi hao umefanyika katika vyuo 31 kati ya vyuo 81 vilivyopo nchini.

Katika utafiti huo wanafunzi 2,192 wameshindwa kuhakiki majina yao, hivyo kushindwa kuthibitisha uwepo na uhalali wa wanafunzi hao.

“Mikopo ya Wanafunzi hao imesitishwa na kwa wale ambao ni wanafunzi halali lakini walishindwa kujihakiki itabidi waombe tena mkopo,” alifafanua Mhe. Ndalichako.

Ameendelea kwa kusema kuwa, kwa mwaka wa fedha 2015/16 wanafunzi hao hewa wameigharimu Serikali kiasi cha shilingi 3,857,754,460.

Kutokana na mambo yaliyobainika Serikali imechukua hatua zifuatazo
  1. Vyuo vikuu ambavyo vimepokea fedha za wanafunzi ambao hawapo chuoni vinatakiwa virejeshe fedha hizo ndani ya siku saba kuanzia August 17 2016
  2. Vyuo vya elimu ya juu vinaagizwa kuweka mfumo mzuri wa uhifadhi wa kumbukumbu za wanafunzi kuanzia usajili, matokeo ya majaribio na ya mitihani na namba za akaunti za benki ambapo fedha za mikopo hilipwa.
  3. Vyuo vikuu vinaagizwa kuwasilisha bodi ya mikopo, kwa wakati taarifa zote za kitaaluma na za kibenki za wanafunzi ili kuiwezesha kufanya marekebisho stahiki katika kumbukumbu zao na kuepusha ulipaji wa fedha kwa wanafunzi wasiostahili.
  4. Bodi ya mikopo inapaswa kuchambua na kuingiza mara moja mabadiliko ya taarifa za wanafunzi kama zilivyopelekwa kutoka vyuoni ili kuepusha ulipaji wa fedha kwa wanafunzi wasiostahili.
  5. Hatua kali za kinidhamu zichukuliwe na kuingiza mara moja mabadiliko ya taarifa za waafunzi kama zilivyopokelewa kutoka vyuoni ili kuepusha ulipaji wa fedha kwa wanafunzi wasiostahili.
  6. Vyuo viweke utaratibu mzuri wa kudhibiti malipo kwa wanufaika wa mikopo ili kuepuka kufanya malipo kwa wanafunzi hewa.
  7. Wakuu wa vyuo ‘VCs’ na Principals’ waweke mfumo wa kuhakiki usahihi wa matokeo ya wanafunzi yanayotumwa bodi ya mikopo na watawajibika kwa usahihi wa taarifa zinazowasilishwa kwani zoezi la uhakiki limebaini kuwepo kwa usdadanganyifu mkubwa kwenye matokeo ya wanafunzi; wapo ambao hawakufanya mtihani au waliofeli lakini wameandikiwa PASS ili waendelee kupata mikopo.
  8. Uchunguzi zaidi utafanyika kwa miaka iliyopita ili kubaini fedha za mikopo ambzo zimelipwa kwa watu wasiostahili. Hatua hii inatokana na matokeo ya uchunguzi ambao umebaini kuwa wapo baadhi ya wanafunzi waliohitimu tangu mwaka 2013 lakini wameendelea kupokea fedha na wengine waliofukuzwa kwa kushindwa masomo tangu mwaka 2013/14 lakini bado wamelipwa hadi mwaka 2015/16.

Wakuu Wa Shule Za Msingi 68 Kuvuliwa Vyeo Vyao Jijini Dar Es Salaam.


WALIMU wakuu wa shule 68 wa shule za Msingi wanatakiwa kuvuliwa  na kunyang'anywa vyeo vyao kwa kosa la udananyifu wa takwimu za wanafunzi  hewa tangu elimu itangazwe kuwa bure.

Hayo yamesemwa na  Mkuu wa Wilaya ya Kinondoni, Ally Salum  Hapi wakati akizungumza na waandishi wa habari jijini Dar es Salaam leo. 
Amesema kuwa walimu wakuu hao wametakiwa kuvuliwa vyeo vyao na kuwapa walimu wengine kwa kosa la kutoa takwimu za wanafunzi hewa 3462 wa shule za  msingi 68 za Wilaya ya Kinondoni. Pia hatua kali za Kisheria zitachukuliwa kwa dhidi ya walimu wakuu wa shule hizo.

Pia Hapi amemwomba Katibu Tawala wa Mkoa kuwavua vyeo wakuu wa shule 22 wa shule za Sekondari 22 za Manispaa ya Kinondoni na Ubungo kwa kosa la kutoa takwimu za uongo na kuweka wanafunzi hewa.

Wakuu wa shule za Msingi hao wamekuwa na wanafunzi hewa 2534  kutoka shule 22 za Sekondari za Manispaa ya Kinondoni na Manispaa ya Ubungo.

Wakuu wa shule hizo wameisababishia Serikali kupoteza zaidi ya shilingi milioni 60 kwa kupeleka fedha za kuwahudumia wanafunzi wanaosoma katika shule hizo.

Baadhi ya shule za sekondari zilizokutwa na wanafunzi hewa ni Boko wanafunzi 74, Bunju B155, Goba Mpakani 42 na Hananansifu wanafunzi 154. Na shule za Sekondari ni Msisiri B wanafunzi hewa 395, Upendo 273 na Ubungo Msewe 267.

NATIONAL COUNCIL FOR TECHNICAL EDUCATION

(NACTE)


PUBLIC NOTICE

The National Council for Technical Education (NACTE) is a statutory body established under the National Council for Technical Education Act, Cap. 129, to oversee and coordinate the provision of technical education and training in Tanzania.

Under the establishing Act, all institutions are required to be registered and accredited by the Council in order to attain the status of a training provider. The Council is also empowered to validate and approve courses for the awards of the Council. It has come to the attention of the Council that there are technical institutions which though registered are offeringrogrammes without the approval of the Council.

The Council is hereby giving fourteen (14) days notice from the date of this notice, to all technical institutions that are offering programmes without the approval of Council to ensure that they stop henceforth and thereafter contact the Council on further directions regarding the affected students.

Further notice is given that failure to comply with this notice shall automatically lead to imminent closure of the technical institutions as provided for by the law.

The Table below provides a list of technical institutions that have been identified and are offering programmes without the approval of the Council.

PUBLIC NOTICE

The National Council for Technical Education (NACTE) is a statutory body established under the National Council for Technical Education Act, Cap. 129, to oversee and coordinate the provision of technical education and training in Tanzania. Under the establishing Act, all institutions are required to be registered and accredited by the Council in order to attain the status of a training provider. The Registration and Accreditation Status granted to each respective technical institution has a validity period. However, the under listed technical institutions have no valid registration status or accreditation status.    

The Council is hereby giving one (1) month notice from the date of this notice, to all technical institutions listed below whose registration or accreditation status have expired to update their status as required by the law.

Further notice is given that failure to comply with this notice shall automatically lead to revocation of all status granted by the Council and imminent closure of the technical institutions as provided for by the law.

The Tables below provide the list of technical institutions with expired Registration Status and expired Accreditation Status.
