Marine police seize 200kgs of narcotics

Marine Police and Port Unit in Dar es Salaam yesterday seized over 200kilogrammes of narcotics suspected to be heroin in a dhow near the port.

At the time of seizure, police also arrested twelve foreigners found on board, eight of whom were said to be Iranians and the other four Pakistani nationals.

Marine Police and Port Unit Senior Assistant Commander Mboje Kanga said the dhow was apprehended by the Unit’s task force during routine patrol along the Indian Ocean coast. The Commander said in the preliminary investigations, all the 12 suspects claimed to be fishermen.

Police are yet to identify the port of origin of the vessel and where it was heading to admitting that language barrier is hampering the interrogation.

“We are yet to know where the suspects were coming from and where they were going because they claim to speak neither English nor Swahili,” the Commander explained.

He said that Marine Police Unit was working in collaboration with the government’s forensics department to identify the type and value of the impounded drugs.

“We can’t tell the actual value, we have to wait for expert analysis,” he said.
Speaking to journalists, Head of Anti-Narcotics Unit, Commissioner of Police Godfrey Nzowa, said the drugs are suspected to be heroin, based on the suspects’ nationalities where the drug is prevalent, but was careful to note that ‘we can only be sure after the lab results.”

He recounted that, while on routine patrol, police found the impounded vessel sailing with a flag that would identify its country of origin but it is suspected that vessel is from Iran and Dar es Salaam may have been its destination port.
The suspects remain in custody pending further investigation.

Trafficking cases have been on the rise in the past few years with Tanzania increasingly becoming a port of destination rather than a transit station. In response, the government has beefed up security at all the country’s entry ports.

Last year the government sacked four officials suspected of aiding drug traffickers to smuggle 150 kilos of drugs through the Julius Nyerere International Airport (JNIA).

In December, Police at the Kilimanjaro International Airport (KIA) arrested two foreign nationals alleged to be carrying 12.7 kilogrammes of drugs. Josiane Dede Creppy (25), a Togolese and Grace Teta (34), a Liberian, were arrested before boarding flights to Accra, Ghana and Cape Town, South Africa respectively.

A Dar es Salaam resident Salama Mzara was arrested last month (January 6) at Julius Nyerere International Airport when attempting to board Ethiopian Airline destined to Macao, China.

Kigamboni residents yet to get paid for acquired land

Residents of Kisarawe II village in Kigamboni area, Temeke District, are demanding for compensation and return of their land that was earmarked for implementation of ground water projects by the government after the legal acquisition hit snag.

The government through the Ministry of Water had initially planned to secure 7,320 hectares of land to implement ground water projects at Kimbiji aquifer, one of Africa’s largest underground water basins.

The area has enough ground water to supply wells and springs and aimed at easing shortage of the liquid in Dar es Salaam and nearby areas, particularly Mkuranga District in Coast Region.

The water ministry through Dar es Salaam Water and Sewerage Authority (DAWASA) intended to drill boreholes that would pump out more than 400million litres of water daily.

Speaking on behalf of the residents, ward councilor Issa Hemed (CCM) told Water Deputy Minister Amos Makala over the weekend in Kimbiji that they have failed to redevelop their land and have yet to receive the agreed compensation. He said during implementation of the project some portions of land that were earmarked have been left out, but the villagers have failed to regain them legally.

“So far we cannot use the land. We’re happy with the project but we want the government to either compensate us or return the portion of land which is not used so that we can use it,” he insisted.

He told the Deputy Minister that the villagers have been blocked from selling the pieces of land they own with officials in the Land, Housing and Human Settlement Development Ministry reject the proposals on the ground that the area has been reserved for water projects.

“We want documents (similar to those produced when acquiring land) that mandates us to use the land, villagers would appreciate when given directives what to/not to do on the land to protect the precious liquid,” he emphasized.

Reacting before water deputy minister, DAWASA Chief Executive Officer, Archard Mutalemwa admitted to have failed to utilise the entire area. He said they had communicated with the Temeke municipal council to see on how to return the land.

In our final decision, he said: “We agreed not to take the entire area but instituted directives for protection of the area due to its potentiality”.

He explained that the villagers whose areas will be used for construction of water storage tanks and laying down customers’ water distribution networks will be compensated.

Mutalemwa noted that they conducted the first property evaluation whereas it was established that the authority will be subjected to pay the residents a total of 27bn/- as compensation. He said in the second evaluation particularly on land the cost was higher as authority was required to pay 31bn/-.

“The amount required for compensation was too high when compared to the cost of the project”, he said adding that Dawasa only managed to pay compensation to people where the drilling was taking place.

He said that drilling was done at areas measuring 60metres only. Experts said construction of one borehole cost not less than 1bn/-.

Responding to the queries the water deputy minister Amos Makala said the government will later this year issue a statement on its plans for using Kimbiji basin. “In our official statement we will advise Dawasa the best way to handle the issue”, Makala said.

Makala said the ministry’s target is to address the challenge of water access among city residents.

Kigamboni Member of Parliament Dr Faustine Ndungulile commended the government for implementing various initiatives to address shortage of water in the region.

The 92bn/- water project by Turkish Zetas Construction Company will benefit the larger part of Temeke district in Dar es Salaam and more than 13m litres of it will serve Mkuranga district population.

According to Dubai based Zemin Teknolojis AS (ZETAS) Engineer Dr Mohammed Hassan several 600m deep boreholes will be drilled at Mwasunga area in Temeke and that the project is expected to be completed by November this year.

Govt to enact laws to curb cyber crime


The government plans to bring to parliament three bills for laws that will seek to curb misuse of the internet and other unlawful practices in the use of networks.

The laws will seek to strengthen internet user’s protection rights through introduction of the three Acts which will be the ‘e-transaction Act’, ‘Cyber Crime Act’ and ‘Data Protection Act’.

Acting Information and Computer Technology (ICT) Director, from the Ministry of Communication, Science and Technology, Ally Simba revealed this over the weekend in Dar es Salaam during a meeting with ICT stakeholders from Digital Opportunity Trust (DOT).
Simba said: “The misuse of the internet in the country is accelerating and the government is not ready to close eyes on that, we have noticed it and we are in progress to make the laws which will restrict such applications and soon they will be enacted”
In addition, Simba said the government is emphasizing on the advancement of science and technology but there are some people who are misusing that opportunity.

He remarked the expertise of Digital Opportunity Trust members (DOT) to continue educating entrepreneurs on how to conduct their businesses in an advanced way by using ICT so as they could conduct their business effectively.

Once entrepreneurs apply the use of ICT they will improve their living standard and contribute to development as well as national development, the research shows that entrepreneurs using ICT are contributing about 1.3 percent of Gross Domestic Product.

Furthermore, the government is supporting the advancement of science and technology and as a way of improving that it has provided 12 computers for 49 out of 80 secondary schools which are supposed to benefit from ICT programmes this year.

For his part, Country programme Manager, Philip Mogendi saidDOT and its partners are investing in youth, not only as agents of technology, but as agents of change, role models, coaches and mentors in their own communities.

Mogendi said: “DOT has been enrolling different students and train them after training they normally go to the field and educate the public on how to conduct their businesses through the use of ICT as it promotes effectiveness.”

ICT has been addressed as an important issue especially in business because it helps businessmen to conduct their businesses efficiently and that is why we have decided to educate these young people to help the community.

Teachers get training on participatory techniques

More than 30 primary and secondary school teachers from Kilimanjaro region and Europe attended a workshop to share academic ideas on how to develop students’ participatory skills based on available resources for sustainable education development.

Speaking over the weekend during the International inter-teachers’ capacity building workshop held at the Second Chance Education Centre (SCEC) in Moshi, Kilimanjaro region, one of the facilitators from Inter-Community School Zurich and Friends of Tanzania in Switzerland, Angela David said the workshop aimed at sharing modern teaching skills between Tanzanian teachers and their counterparts from abroad.

She was speaking on behalf of the International Coordinator for the workshop, Diane Russell.

“Interactive teaching methods applicable to subjects in the Tanzanian curriculum aim to engage all students and instill the transferable concepts of learning how to learn,” she added.

Angela said the Tanzanian teachers who were selected have promised not only to use the acquired practices on their students but also transfer the knowledge to their colleagues.

She commended the Kilimanjaro Regional Education Officer for the role played in selection of the teachers and ensuring that the workshop is fruitful. She said the yearly workshop will help improve teaching methods amongst Tanzanian teachers hence boost students’ academic performance.

Meanwhile, the region’s academic officer, Estomih Makyara applauded the Second Chance Education Centre for their commitment in improving education in the region, particularly in rural areas. He said the training has helped teachers acquire modern teaching skills.

He urged teachers to improve learning environment so as to make students comfortable because poor learning environment contributes to students’ poor performance.

Constituent Assembly start date changed

President Jakaya Kikwete has moved forward by five days the date set for the commencement of the Constituent Assembly.

The Assembly was set to start on February 11, this year, but the the President said yesterday that there would be a delay due to incomplete preparations.

“The constituent assembly will commence on the third week of February. The delay is due to renovation of the Parliament debating chamber where some of the important gadgets need to be fixed and tested,” he said.

The president was speaking in Mbeya during the commemoration of 37th Anniversary of Chama Cha Mapinduzi (CCM).

The president also allayed concerns that the second draft of the constitution was final, saying the assembly had powers to make changes, including slotting in issues left out in the draft.

“The constituent assembly has mandate to discuss the constitution draft section-by- section and incorporate crucial issues,” he said.

He said the work of nominating members of the constituent assembly is almost complete, and that their names will be made public in two days.
“We will not get our new constitution by shedding blood or fighting, but through amicable discussions and decisions among the lawmakers” he said.

Meanwhile President Kikwete said political parties’ leaders will meet at the end of this week to discuss the modalities of the constituent assembly to ensure a smooth commencement of its sessions.

He said: “The new constitution will not be obtained through fighting, but through discussion. So there is no need to stoke conflict. If the assembly does not get us the new constitution, we will use the current one, although reforms are unavoidable”.

Transport Minister Dr Harrison Mwakyembe said in 37 years of CCM, Mbeya has achieved notable development, especially in terms of the transportation sector, by improving rail and air travel. Flights from Dar es Salaam to Mbeya now take a few hours.
He said the government was working to advance the Tanzania Zambia Railway Authority (Tazara) to serve neigbouring countries.

“The government is eager to bring big changes in the transportation sector. We have already amended the transportation laws purposely to make the running of Tazara to allow participation of the private sector” he said.

He thanked the government of China for offering Tazara six engines, saying his office in collaboration with the government of Zambia expect to increase the number of coaches to the authority.

CCM chairman for Mbeya Godfrey Zambi (MP) said there was visible development in the city, including the increment of government and private schools, universities and health centres.

“We should ignore people who claim that our party has done nothing for all these years. Our region has succeeded in the sector of education, where we have 300 secondary schools, universities and health centres,” he said.

Govt to build cereal market in Mwanza


The government is planning to build an international market for cereal products in Mwanza Region as part of its initiatives to create reliable market for grains in the country.

The statement follows concerns raised by some farmers and traders in the country who cannot find market for their surplus produce, forcing some of them to use the grains especially maize for brewing.

During an exclusive interview with this paper in Dar es Salaam recently, Cereals and other Produce Board (CPB) Acting Director General, Elimpaa Kiranga said the market project will be accomplished under a joint venture between CPB, Mwanza City council and Tanzania Investment Bank (TIB).

“Through the project, Mwanza Region will become a hub of grain market in all East African countries as the market is designed to save the whole East and Central African region…furthermore, we are going to make sure that grain farmers and traders get reliable market for their produce and end all these complaints,” he promised.

According to him, currently the project’s Memorandum of Understanding (MoU) is being reviewed by the government’s lawyers while the preparation for the project’s concept paper proceeds.

“However, we are not sure of when the project will commence  especially the construction of the market… even the cost of the project will be known after the completion of the feasibility study which will start soon after the project’s concept paper is handled,” he said.

Speaking to this paper recently, some of the farmers and traders urged the government to make extra efforts in finding markets for their crops so that they can raise money needed for the next cultivation season.

Meanwhile, Kiranga said his Board is planning on starting with purchasing maize and rice after the approval of the 2014/15 national budget mid this year.

“We are going to purchase the crops under the instruction given by the minister responsible for agriculture through the government gazette… this means the minister will be the one to choose the type of crops to be purchased in relation to the need of doing so,” he explained.

According to him, his Board has already entrusted the assets of the former Tanzania's National Milling Corporation including Silos for restoring grains in some regions including Iringa, Dodoma, Mwanza while the process of entrusting Arusha assets is in progress.

“We are going to cooperate with private sector in doing our business especially in terms of transport and even our purchasing price will not differ with that of the private sector since our aim is not to kill the private sector but to create free and fair completion while protecting interest of the farmers,” he said.

Kiranga said that CPB was created under the Cereals and Other Produce Act Number 19 of 2009, its main function is to carry out commercial and other activities that would facilitate development of the cereals and other produce industry.

Health service provision poor in the country - IHI

A New report released by Ifakara Health Institute (IHI) has showed that the qualities of health services and the capacity of health care providers to offer services in the country is low and poor as they lack essential facilities such as medical equipment and drugs.

The report showed that the general health preparedness in the country is only 42 percent and essentials like medicines, amenities, medical equipment and diagnostic capacity of health facilities in the country are still problematic.

It also revealed that only 2.5 percent of health facilities were stocked with essential medicines while 41 percent had an average of 6 out of the 14 essential drugs.

The 2012 report was released over the weekend, titled ‘Services Availability and Readiness Assessment (SARA)’.

SARA is a health facility assessment tool designed to assess and monitor service availability and readiness of the health sector and to generate evidence to support planning and management of health system.

Stakeholders who participated in the meeting urged researchers and the ministry to set targets for the next SARA study instead of putting the ‘unrealistic’ 100 percent as an indicator of good services or availability of services.

They also suggested that the next dissemination meeting should include more Regional Medical Officers (RMOs) and District Medical Officers (DMOs) because the results are even more relevant to them.

Some stakeholders proposed that more districts be involved in the next SARA as in the first one only 27 districts were involved.
Contributing on the report, World Health Organization (WHO) Country Representative, Dr Rufaro Chatora said SARA is an advanced survey compared to the previous ones.

”The tool (SARA) should go hand in hand with other tools that provide information. It shouldn’t be considered the standard tool,” he said. He argued that once problems are identified, they should be fixed immediately.

Kikwete: Members of the Constitutional Assembly declared today, tomorrow
